2010 Keynote Address
Managing Violence in Open Environments
Stevan P. Layne, CPP, CIP
Principal
Layne Consultants International (LCI)
This timely and important keynote will help
facility executives prepare their responses to active shooters in the
workplace. While most programs addressing this topic focus on armed
response or how to lock down the facility, this keynote presentation
will encompass all of the alternatives, including pre-planning with
local law enforcement, designating safe areas if lock-down is needed,
and emergency communications for the whole facility. Layne will also
discuss the last resort philosophy -- attacking and disabling the
shooter -- when there's no other choice.
CEO and principal consultant for Layne Consultants International, Layne
is a former police chief, public safety director, institutional
security director and is the Founding Director of the International
Foundation for Cultural Property Protection (IFCPP). He is the author
of The Business Survival Guide, The Cultural Property Protection
Manual, and co-author of Suggested Practices in Museum Security. He
produced and directed a series of video programs for Basic Security
Officer Training. Steve is a graduate of the FBI’s Police Management
Program.
Lanye and his firm are responsible for protection management planning,
system design/specification, and officer training at over 500 public
institutions, governmental agencies, cultural properties, industrial
sites, retail complexes, health care facilities, lodging facilities,
and more. He serves as an expert witness in cases of due diligence,
workplace violence, sexual assault, and security management. He has
been designated as the outstanding presenter at numerous national
conferences and business gatherings, speaking at over a dozen major
events annually.
Layne is responsible for the development of national certification
programs offered by the IFCPP for security officers, supervisors,
managers, and administrators. He has initiated compliance training for
governmental agencies and contractors, to include Maritime Security
(MARSEC), National Park and National Historic Site Protection, Cultural
Property Security, and Industrial Security Officer Basic Training.
